Effective, December 1, 2025 the City of Dixon is transitioning to an all-in-one online permit tracking software, Dixon Civic Access. Unless special arrangements are made in advance, all permits must be submitted through Civic Access. 

Click the here to access the permitting system. An account is required to submit your application. The review process will not begin until a complete application is submitted and payment has been made. All building, engineering, fire, and special event permits can be accessed on Dixon My Access.

Dashboard Overview

The Civic Access Dashboard allows customers to view a visual representation of aggregated data. It displays data about permits, plans, inspections, invoices, and licenses.

Customers can access saved drafts of submissions and add unpaid invoices directly to the shopping cart. The dashboard displays data that is contextual to the registered user. To view the guide click here.

Manage a Review- Resubmittals

Customers can submit electronic plans through Civic Access for the jurisdiction to review. Once submitted, and the jurisdiction has reviewed the plans, the customer may receive an email or need to

log into Civic Access to review failed or approved reviews. For a guide on this process click here.

Request Inspections

Customers can request an inspection through Civic Access after the City issues a permit. This guide uses a permit as an example for requesting an inspection, but the process is similar for other records that allow customers to request inspections based on configuration. Fees FAQ
How do I pay my fees?

Fees can be paid by credit card online in the portal, by check (mailed to 600 E A St., Dixon CA 95620), or by cash or credit card in person at City Hall (600 E A St., Dixon CA 95620). Please note, there is a $5,000 limit on all credit card transactions. Any fee total that exceeds $5,000 must be paid by check or cash.

When are fees charged?

Fees are due before approval. Fees are based on the application date of a complete submittal. Fees are updates annually in Spring and effective in summer, as part of the annual CPI index. 

What is the current fee schedule?

For applications submitted on or after July 1, 2025 - An annual 2024 Consumer Price Index (CPI) update was approved on April 15, 2025 by the City Council (Resolution No 25-048), approving updates to the Master Fee Scheduled. The approved increase was a 2.4% to all fees. A copy of the Master Fee Schedule can be viewed here and became effective on July 1, 2025.

What other fees are there?

In addition to the permit fees, permits may be subject to:

  • Various state fees (Strong Motion Inspection Program aka SMIP and Building Standards Administration) 
  • City surcharge fee (General Plan Maintenance/Update and Technology fee) 
  • City of Dixon AB 1600 Impact fees and County of Solano impact fees (for new construction)
What are the AB 1600 Development Impact Fees?

City Fees

Development Impact (AB 1600) Fees are updated annually. The most recent update was approved by the City Council (Resolution No 25-022) on March 4, 2025 and became effective 60 day thereafter, or May 5, 2025. The new fees are in effect for any new building permit applied on or after the effective date. Projects that have already summited a complete building permit application prior to the new effective date, are subject to the AB 1600 fees in place at the time of their application. When is a moratorium street waiver required?

Excavations in newly paved or re-surfaced streets are at the discretion of the City Engineer as outlined in City Ordinance 20-014O. An approved street-cut moratorium waiver is required prior to the issuance of an encroachment permit.

Do I need a construction permit from the Fire Department?
CFC 105.1.2 A construction permit allows the applicant to install or modify systems and equipment for which a permit is required by Section 105.6
CFC 105.6 Required Construction Permits. The fire code official is authorized to issue construction permits for work as set forth in Sections 105.6.1 through 105.6.24.
Fire Permit Definitions and Exceptions

105.6.1

Automatic Fire-Extinguishing Systems:
Fire Sprinkler System
Kitchen Hood System

A construction permit is required for installation of or modification to an automatic fire-extinguishing system. Maintenance performed in accordance with this code is not considered to be a modification and does not require a permit.

105.6.2

Compressed Gases

Where the compressed gases in use or storage exceed the amounts listed in Table 105.6.8, a construction permit is required to install, repair damage to, abandon, remove, place temporarily out of service, or close or substantially modify a compressed gas system.

 

 

Exceptions:

  1. Routine maintenance
  2. For emergency repair work performed on an emergency basis, application for permit shall be made within two working days of commencement of work.

105.6.3

Cryogenic Fluids

A construction permit is required for installation of or alteration to outdoor stationary cryogenic fluid storage systems where the system capacity exceeds the amounts listed in Table 105.6.10. Maintenance performed in accordance with this code is not considered to be an alteration and does not require a construction permit.

105.6.4

Emergency Responder Radio Coverage System

A construction permit is required for installation of or modification to emergency responder radio coverage systems and related equipment. Maintenance performed in accordance with this code is not considered to be a modification and does not require a construction permit.

105.6.5Energy Storage SystemsA construction permit is required to install capacitor energy storage systems regulated by Section 1207.

105.6.6

Fire Alarm and Detection Systems and Related Equipment

A construction permit is required for installation of or modification to fire alarm and detection systems and related equipment. Maintenance performed in accordance with this code is not considered to be a modification and does not require a construction permit.

105.6.7

Fire Pumps and Related Equipment

A construction permit is required for installation of or modification to fire pumps and related fuel tanks, jockey pumps, controllers and generators. Maintenance performed in accordance with this code is not considered to be a modification and does not require a construction permit.

105.6.8

Flammable and Combustible Liquids

A construction permit is required:

  1. To install, repair or modify a pipeline for the transportation of flammable or combustible liquids.
  2. To install, construct or alter tank, vehicles, equipment, tanks, plants, terminals, wells, fuel-dispensing stations, refineries, distilleries and similar facilities where flammable and combustible liquids are produced, processed, transported, stored, dispensed or used.
  3. To install, alter, remove, abandon or otherwise dispose of a flammable or combustible liquid tank.

105.6.9

Fuel Cell Power Systems

A construction permit is required to install stationary fuel cell power systems.

105.6.10

Gas Detection Systems

A construction permit is required for the installation of or modification to gas detection systems. Maintenance performed in accordance with this code is not considered a modification and shall not require a permit.

105.6.11

Gates and Barricades Across Fire Apparatus Access Roads

A construction permit is required for the installation of or modification to a gate or barricade across a fire apparatus access road.

105.6.12

Hazardous Materials

A construction permit is required to install, repair damage to, abandon, remove, place temporarily out of service, or close or substantially modify a storage facility or other area regulated by Chapter 50 where the hazardous materials in use or storage exceed the amounts listed in Table 105.6.20.

 

 

Exceptions:

  1. Routine maintenance
  2. For repair work performed on an emergency basis, application for permit shall be made within two working days of commencement of work.

105.6.13

High-Piled Combustible Storage

A construction permit is required for the installation of or modification to a structure exceeding 500 square feet, including aisles, for high-piled combustible storage. Maintenance performed in accordance with this code is not considered to be a modification and does not require a construction permit.

105.6.14

Industrial Ovens

A construction permit is required for the installation of industrial ovens covered by Chapter 30.

 

 

Exceptions:

  1. Routine maintenance.
  2. For repair work performed on an emergency basis, application for permit shall be made within two working days of commencement of work.

105.6.15

LP-Gas

A construction permit is required for installation of or modification to an LP-gas system. Maintenance performed in accordance with this code is not considered to be a modification and does not require a permit.

105.6.16

Motor Vehicle Repair Rooms and Booths

A construction permit is required to install or modify a motor vehicle repair room or booth. Maintenance performed in accordance with this code is not considered to be a modification and does not require a permit.

105.6.17

Plant Extraction Systems

A construction permit is required for installation of or modification to plan extraction systems. Maintenance performed in accordance with this code is not considered to be a modification and does not require a permit.

105.6.18

Private Fire Hydrants

A construction permit is required for the installation or modification of private fire hydrants. Maintenance performed in accordance with this code is not considered to be an alteration and does not require a permit.

105.6.19

Smoke Control or Smoke Exhaust Systems

Construction permits are required for installation of or alteration to smoke control or smoke exhaust systems. Maintenance performed in accordance with this code is not considered to be an alteration and does not require a permit.

105.6.20

Solar Photovoltaic Power Systems

A construction permit is required to install or modify solar photovoltaic power systems. Maintenance performed in accordance with this code is not considered to be a modification and does not require a permit.

105.6.21

Special Event Structure

A single construction permit is required to erect and take down a temporary special event structure.

105.6.22

Spraying or Dipping

A construction permit is required to install or modify a spray room, dip tank or booth. Maintenance performed in accordance with this code is not considered to be a modification and does not require a permit.

105.6.23

Standpipe Systems

A construction permit is required for the installation, modification or removal from service of a standpipe system. Maintenance performed in accordance with this code is not considered a modification and does not require a permit.

105.6.24

Temporary Membrane Structures and Tents

A construction permit is required to erect an air-supported temporary membrane structure, a temporary state canopy or a tent having an area in excess of 400 square feet.

 

 

Exceptions:

  1. Tents used exclusively for recreational camping purposes.
  2. Funeral tents and curtains, or extensions attached thereto, when used for funeral services.
  3. Tents and awnings open on all sides, which comply with all of the following:
    1. Individual tents shall have a maximum of 700 square feet.
    2. The aggregate area of multiple tents placed side by side without a fire break clearance of not less than 12 feet (3658 mm) total.
    3. A minimum clearance of 12 feet (3658 mm) to structure and other tents shall be maintained.
Special Event Permits FAQ
How do I host a special event?

A Special Event is defined as any assembly of persons of fifty (50) people or more on city property or right-of-way; or an event that obstructs the normal flow of pedestrian or vehicular traffic; or is a hazard to the public peace, health, safety or general welfare of the community.

Applications must be complete and include all attachments. The due dates are as follows:

  • Block Party - 14 days in advance
  • Special Event- 45 days in advance
  • Highway 113 Closure- 120 days in advance

Any application submitted after the deadline is subject to denial based on lack of adequate time for approval. Any application that does not provide the minimum items required in each section is incomplete and the review may not be completed within the needed time for approval.

How do I obtain an Alcohol Beverage Control (ABC) License for an event?

ABC event and daily licenses are processed through the California Department of Alcoholic Beverage Control. The Dixon Police Department reviews applications. The event host is responsible for completing all forms and submitting to ABC.  If you are hosting an event on public or private property that requires an ABC Daily License and law enforcement approval, please apply online 30 days in advance.

How do I host a special event on commercial property?

Events on private commercial property may require a Temporary Use Permit (TUP). Applications must be submitted 45 days in advance.

Does the City co-sponsor events?

The City considers co-sponsored events annually. Request forms must be emailed to dixonrecreation@cityofdixonca.gov by December 1 for events occurring March 1-February 28. Events are typically considered for approval by City Council in February.

The following criteria will be used by City Council to evaluate and choose the co-sponsored events: 

  1. Held within the City limits.
  2. Be of a citywide nature.
  3. Demonstrate an ability to draw participants.
  4. Be free and open to the public with both a citywide and regional draw.
  5. Occur within the prescribed approval year.
  6. Encourages celebration of the community.
  7. All sponsors and or co-sponsors are identified and approved by the City Council.
  8. Host shall apply for a special event permit with the City and meet the requirements of the special events policy.
  9. Alcohol consumption and street closures require separate City Council approval due to City ordinances and CalTrans requirements.
