City Attorney
Overview
City Attorney Douglas White works for the White Brenner LLP law firm. The city attorney is appointed by the City Council. The City Attorney provides legal services for the City Council, City officials and departments regarding City business. Mr. White is a founding and managing partner for White Brenner LLP law firm, and provides special counsel services to many cities.
Nubia Goldstein currently serves as the Deputy City Attorney for the City of Dixon.
Claims Against the City
In most instances you must file a formal, written claim with the city clerk not later than six months of the date of an incident or you will be barred from seeking money damages in court. You must file your claim using the city's claim form (PDF).
Claims against the city for bodily injury, property damage, and incidents involving possible city negligence are investigated by specialized insurance adjusters retained by the city. These adjusters document and collect evidence to determine the potential for legal liability and make recommendations to the city's risk manager.

NOTICE OF ELECTION
Notice is hereby given that a General Municipal Election will be held in the City of Dixon on TUESDAY, NOVEMBER 3, 2026 for the following offices:
Elected City Clerk (elected at-large representing the entire City): Full Term of Four Years
City Councilmember, District 1: Full Term of Four Years
City Councilmember, District 2: Full Term of Four Years
Official nomination documents for eligible candidates desiring to file for the above offices will be available commencing Monday, July 13, 2026, at City Hall, 600 East A Street, Dixon, California. The nomination period for these offices begins on July 13, 2026 and closes on August 10, 2026 at 5:00 p.m. Please note that City Hall will be closed on August 7, 2026. All candidates are highly encouraged to schedule appointments for filing of nomination documents in advance of August 7, 2026. Candidates must be 18 years old or older, reside and be registered to vote within the City of Dixon. Candidates running for City Council must also reside within the District for which they are running.
NOTE FOR INCUMBENT OFFICERS AND ELIGIBLE CANDIDATES: City Hall is closed on August 7, 2026, and the filing deadline for nomination documents is extended to August 10, 2026. If an incumbent officer does not file nomination papers by August 10, 2026 (the 85th day before the election), the voters will have until the 83rd day before the election (August 12, 2026) to nominate other candidates for that incumbent’s elective office. All potential candidates are highly encouraged to schedule appointments in advance of August 7, 2026.
BY APPOINTMENT ONLY. Filing of nomination papers shall occur by APPOINTMENT ONLY. Appointments can be scheduled by calling (707) 678-7000 or by email at cityclerk@cityofdixonca.gov. Candidates are encouraged to schedule appointments as early as possible to ensure nomination paperwork is completed and properly filed prior to the deadline.
If no one or only one person is nominated for an elective office, appointment to the elective office may be made as prescribed by Elections Code Section 10229 of the State of California.
NOMINATION FEES. The City of Dixon charges candidates the following nomination fees:

In addition, those who choose to have their "Candidate Statement of Qualifications" printed in the Voter Information Guide issued by the County Registrar of Voters must bear the actual cost of printing and distribution. Candidates who opt for this printing are required to pay the fee when the nomination paper and forms are filed with the City Elections Official.
The polls will be open between the hours of 7:00 a.m. and 8:00 p.m. on Election Day.
Resolution 26-128: Resolution of the City Council of the City of Dixon, California, Calling and Giving Notice for the Holding of a General Municipal Election to be Held on Tuesday, November 3, 2026 for the Election of Certain Officers, as Required by the Provisions of the Laws of the State of California Relating to General Law Cities; Requesting the Board of Supervisors of Solano County to Permit the County Registrar of Voters to Render Election Services; and Requesting the Consolidation of Said Election with the Statewide General Election Held on the Same Date.
