Harvest at Dixon

In December 2024, the City of Dixon received a preliminary application for a new master planned community, Harvest at Dixon, located southeast of Dixon. Harvest at Dixon is a proposed project by LJP Dixon Development LLC, a partnership by the Lewis Group of Companies & Jens and Poul Karlshoej. Harvest at Dixon is a proposed phased, master-planned community spanning approximately 999 acres in Dixon, California. The project includes 583 acres of residential development, consisting of low- and medium-density housing, along with 41 acres of mixed-use development featuring commercial and campus-oriented uses. Community-serving facilities are also planned, including a proposed elementary school and sites that could accommodate uses such as a preschool, daycare center, or church. The development would provide approximately 98 acres of parks and open space, a 102-acre stormwater detention basin, and nearly 160 acres of major and neighborhood roadways to support the community. A revised project plan was submitted in June 2026.

Given that the proposed Harvest project requests a General Plan amendment to modify the City's sphere of influence and update applicable policies, the City is taking the opportunity to also consider additional amendments to the General Plan, including further expansion of the City's the Sphere of Influence, update to policies and programs, background data and land use designations.

In addition to the Harvest project, a separate master plan project, the Lombardo Ranch Master Plan, is also proposed. Brookfield Homes submitted an initial application in October 2024 and resubmitted a revised application in November 2025. The plan proposes 795 low-density residential lots on 131.6 acres, a 2-acre commercial site, a 5-acre central neighborhood park, a 5-acre linear park, and 6.6 acres of related roadway and site improvements on a vacant 150.2-acre site. The property is currently within the City’s sphere of influence and is proposed for annexation into the City of Dixon.

The City is in the early stages of reviewing the project applications and held study sessions in January 2025 for the Planning Commission and City Council to receive an introduction to the project and provide high level comments. The City will evaluate both projects and the General Plan amendment as part of a single EIR. The EIR will consider the Harvest and Lombardo projects at a project-level, while evaluate the General Plan amendment at a program level The Environmental Impact Report (EIR) process for this project, as well as other projects and a General Plan amendment, has commenced, and a Notice of Preparation (NOP) was issued July 21, 2025 for 30 day comment period on the scope of the upcoming EIR. Written comments on the scope of the EIR were accepted from Monday, July 21 - Tuesday, August 19, 2025 at 5pm. A scoping meeting on the NOP was conducted on August 11th at 7pm. Due to project changes in the Harvest project and refinement of the General Plan amendment and scope of the additional spheres of influence, a Reissued Notice of Preparation (NOP) was issued June 26, 2026 for a 30 day comment period. The NOP public review period is for the City to accept comments on what topics should be included in the Scope of the upcoming EIR. Written comments on the scope of the EIR will be accepted from Friday, June 26 - Monday, August 3, 2026 at 5pm (The City granted a 1 week extension to the 30 day period that was supposed to end Monday, July 27th, to Monday, August 3rd, at the request of the California Department of Fish and Wildlife)). A scoping meeting on the NOP will also be conducted on Monday, July 13th at 7pm to accept any oral comments on the scope of the EIR. Following the 30 day NOP period, the City's environmental consultant will begin to prepare the Draft EIR. It is currently anticipated (tentative) to be released for public review in late 2026/early 2027. Project Review Timeline

The city review process is the first step in approvals needed for this project to proceed. If the project receives city approval, the matter would then go through a county process, known as Local Agency Formation Commission (LAFCo). Below is a very preliminary timeline. If approved by LAFCo in 2027, it is anticipated that they break ground on infrastructure in the following years and development of the project would occur over the next 20-25 years.
