Harvest at Dixon

In December 2024, the City of Dixon received a preliminary application for a new master planned community, Harvest at Dixon, located southeast of Dixon. Harvest at Dixon is a proposed project by LJP Dixon Development LLC, a partnership by the Lewis Group of Companies & Jens and Poul Karlshoej. The applicant has been doing their own outreach by meeting with local organizations and hosting informational meetings and presentations. To visit the project website and view presentation materials and meeting recordings click here

The proposed Harvest at Dixon project consists of a phased, comprehensive master-planned community consisting of approximately 240 acres of low density residential (LDR), 295 acres of medium density residential (MDR), 50 acres of mixed-use development, 16 acres for public facilities (including a proposed elementary school site and a separate site for a community serving use like a preschool, day care, or church site that could serve similar purposes), and 140 acres of common parks, drainage basins, and open space.

A formal application was submitted in late 2024. The City is in the early stages of reviewing the project application and will hold study sessions in January 2025 for the planning commission and city council to receive an introduction to the project and provide high level comments. The Environmental Impact Report (EIR) process for this project, as well as other projects and a General Plan amendment, has commenced, and a Notice of Preparation (NOP) was issued July 21, 2025 for 30 day comment period on the scope of the upcoming EIR Written comments on the scope of the EIR will be accepted from Monday, July 21 - Tuesday, August 19, 2025 at 5pm. A scoping meeting on the NOP will be conducted on August 11th at 7pm

The land is currently located outside of city limits and outside the city's sphere of influence and would need to be annexed into Dixon and required entitlements would include a general plan update, prezoning, a master plan, development agreement, large lot and small lot tentative maps, design review and annexation. The process for the City to review the application is expected to take two years and there will be multiple opportunities for community input and public hearings. Project Review Timeline

The city review process is the first step in approvals needed for this project to proceed. If the project receives city approval, the matter would then go through a county process, known as Local Agency Formation Commission (LAFCo). Below is a very preliminary timeline. If approved by LAFCo in 2027, it is anticipated that they break ground on infrastructure in the following years and development of the project would occur over the next 20-25 years.
